Since its lottery-funded scholarships came under fire for, in in sense, discriminating, Arkansas has expanded them, a December report from the Progressive Arkansas suggested. The criticism came after the scholarships were thought to particularly benefit first-time students who are considered traditional, the Progressive Arkansas report noted. Students who move on to college and university studies immediately after they graduate high school are typically thought of as a traditional students.
